Après Ciaran, comment faire face aux prochaines tempêtes ? Depuis 1999, le pays s’est doté de véritables systèmes d’alertes et de capacités d’intervention rapide pour faire face à des événements « hors cadres » comme la tempête Ciaran. En revanche, les retours d’expérience menés au fil des années par tous nos dispositifs nationaux, les grands groupes, les échelons départementaux voire les grandes agglomérations, ne sont pas descendus au niveau local et encore moins au niveau de la population…

De façon pragmatique, il existe des initiatives tant au niveau gouvernemental, qu’au niveau local, qui mériteraient d’être mieux diffusées et déclinées auprès des populations, notamment au sein des collectivités locales. Le Kit 72 h pourrait être imprimé en format A4 pour le mettre à son domicile, ou en format A3 sous forme d’affichette pour les organisations concernées par ce type d’information au public. Tout le monde vit dans la hantise d’une nouvelle « crise de 1929 », mais personne ne sait vraiment ce qu’il en est réellement. Pas de visibilité, pas de traçabilité : voilà ce qui caractérise une fois de plus cette énième crise financière aux effets moutonniers.
