Tout le monde sait que la prospective est toujours hasardeuse, surtout quand il s’agit de parler de l’avenir. Néanmoins quand un pays ou une organisation en a les moyens et la possibilité, ne pas en faire sous prétexte qu’il y a toutes les chances de se tromper et ne vivre que sur des présupposés est une aberration.
