L’Inde : verrou géostratégique du XXIe siècle ?

Lundi 6 mars 2023, le sous-marin indien type Kilo l’INS Sindhuratna arrive au port du Havre pour y effectuer une escale de trois jours. Le commandant, le capitaine de frégate Ravindra Yadav, accompagné de monsieur l’ambassadeur d’Inde en France Jawed Ashraf, ainsi que le général Zubin Bhatnagar, attaché de Défense indienne en France et l’attaché naval Surender Singh Chauhan, rencontre le capitaine de vaisseau Frédéric Janci, commandant maritime au Havre et monsieur le premier ministre et maire du Havre Édouard Philippe.

Ou simple chef de file d’un multilatéralisme non aligné ?

Prétendre analyser la situation sur le sous-continent indien et son continuum maritime avec l’océan Indien est de l’ordre de la gageure tant cet espace est complexe et soumis à de multiples paradoxes. L’Inde est sûrement le pays le plus compliqué au monde. Son histoire remonte aux racines de l’histoire de l’humanité (-6000 ans) et sa modernité surprend tous les chroniqueurs…. Désormais l’Inde est le pays le plus courtisé du monde.

Or c’est avec ce pays et sur cet espace maritime que nous, Français, avons pris une option stratégique pour être dans le « grand jeux » des 30 prochaines années, celui du temps long. Les partenariats sont multiples et ils viennent d’être renforcés dans tous les domaines jusqu’en 2047, année qui marquera le centenaire de l’indépendance de l’Inde, les 100 ans des relations diplomatiques entre les deux pays et les 50 ans du partenariat stratégique…

Est-ce que l’Inde va devenir le pivot géostratégique du monde à horizon 2050 ? Elle fait tout ce qu’il faut pour y arriver en s’affirmant petit à petit dans tous les cénacles. Quels sont ses points forts et ses points faibles ? Comment pouvons imaginer l’avenir de ce sous-continent et de son continuum maritime avec l’océan indien ?
